wiglewifi works fine on the nexus 7 (my platform of choice.)
make sure you see

"it depends" alot of it comes down to how the networks were observed, by whom and when. repeated observation will correct a network over time, but if (say) your gps is broken and it always reports you in downtown Nutley, NJ: the networks are unlikey to relocate where you think they should ...

could store the data in polar coordinates, re-translate the coordinates from P(polar) and just go off of the n-smallest radii. it probably depends on what one would be optimising for (do you care about absolute accuracy, memory use, or speed of query results?) if one was to keep it in cartesian lat/...
