Uploads and rendering are an unrelated pipeline - that shouldn't have an impact.

Like many resources, the mapping infrastructure is suffering from the current wave of attempted abuse. In general, scrolling, zooming, and refreshing taxes it further.

you can click (as a logged in user), or you can use the Basic and Advanced search functionality to get al the information regarding the point.
WPS will be listed in the capabilities, which aren't part of the site rendering - check out the API for more details.

If we told you in a public forum, or built you tools to inspect those limits our attackers would just use that information to further automate the abuse we're trying to eliminate.

The site is being subjected to an unprecedented level of abuse - these unpleasant initial limits are the most reliable way of stopping it. Patience, and supplying evidence that you're human will remain the most reliable ways to raise the limits.

blacklist exists by BSSID, which works.
SSID is unreliable for filtering since many networks can have the same name.

try using the search box on the map to navigate directly to your destination rather than scrolling; you'll save yourself some tiles.

You'll have to go read the Android source code - not all Android devices use NMEA GPS signals, but some do.

You can also look at other programs such as Kismet and the jhewitt boards that synthesize CSV uploads.
