Accuracy increases with number of passes. Make hundreds of passes, resolution increases dramatically.

I have the Samsung GS2 phone too. The GPS is almost as temperamental as my old Galaxy. I don't think Samsung puts very much effort into the details.

I believe a directional antenna from an access point can "throw the voice" across from the true location. I've done it myself. Could that be what is observed?
