Two questions regarding uploads

1) Is it still worth uploading runs where no new AP's are discovered? (To confirm the existence of 'known' APs, or to guess when old APs no longer exist, for example.)
2) Are there any algorithms in place to 'detect' mobile AP's (such as those found on public transport?)
