Extreme noob question

Please put into plain english, what the following is:

"irc chat on #wigle at wigle.net:6667"

I have recent uploads, that I would like immediate help with (to delete/remove a couple of things)
I have no idea what irc chat is? Nor the rest of that sentence.
Hoping I posted this in the correct forum category, and will attempt finding Bobzilla's contact again, as well.

IRC is Internet Relay Chat, an ancient but still vital communication platform. It's an old-school "party line" -- lots of people can connect to a server and a channel and type at each other.

You'll need an IRC client application for your machine to get connected. There are also some web-based clients.
