That policy alone probably means they have some interesting customers. But we can only guess who it might be
It can but makes no difference either way since Google and Apple already cooperates readily and has built in data collection for not only that but a few other things on every phone to collect that information. The only difference is those databases aren't as accessible to the general public but I remember seeing that's on them before and the amount of APs they've gathered dwarfs our humble hobbyist abode in comparison.
If you buy a carrier phone from T-Mobile they also do this to monitor and improve their cellular network coverage and has had a publicly viewable map of it for a long time now.
