In the app on the phone - Dashboard it says New wifi, New bluethooth, New cell.

Is it new to me, like first time I see them or is it new to Wigle, like the first time someone using Wigle has seen that device ?

that's "new to this device" - since not everyone uploads or has an account, that's all we can be sure of on the device!
