Cannot locate dB csv expot

Wigle says it's exporting the dB to a local file, but upon finishing it opens the "share" menu and the file is not locatable anywhere in the file manager.

That dialog is asking you where you want to put the file you generate - usually a network sharing service or local device. You can even email it to yourself.
Android has made local file access difficult in the name of security - the file already "exists" in app space, but you're asking to (optionally translate) and copy it someplace.
